I joined in.hellcore.net earlier to test my connection, but I couldn't find my European friends in the lobby. Is the server split into different regions?

Yes! in.hellcore.net is dedicated specifically to South Asian and Indian routing via Singapore with its own player pool for minimum delay.

So if my friends and I live in different regions and want to queue BedWars together, which IP should we enter?

You should all connect through mc.hellcore.net, hellcore.net, or world.hellcore.net! Those domains route everyone into the shared global player pool.
